Here in Tampa Bay, a citizen felt the need to warm up the car.
The local law enforcement issued a $169 ticket for reckless operation.
Justification was leaving cars unattended encouraged car theft.
Add to that is is also unlawful to engage in acts of compassion such as helping those without food and throwing a ball in a park.
