You need to determine which government created the notice or if the government body hired another party to create the document. Certain items are in the public domain but many are not. Review the copyright laws.

Yes, but the graphic sometimes says it's from 'xxx'. I would also put it in quotes or italics which also means 'pulled from somewhere & I quote'.

Well I don't copy other people's work, so there's no need to check the box. I would report that article as it's bad for our site's health. You could write a new post that links to the original (not the plagiarized post). You could probably even copy 1 paragraph and then link to the original.
