We agree with MIKE ROCK and even all his suggestions may not be enough. Often the contamination will persist as it gets into the air ducts, etc.

1) replace the carpet and/or all window treatments or anything that has fabric. And, replace air filters and clean ducts.
If that is not enough, prob. repaint the walls and use kilz paint primer and/or refinish the floors. Or maybe for the floors a screen and recoat will do.

A house in the community, known by all locals as the 'cat house' was foreclosed and completely remodeled and turned into the 'prom queen.'
Eight years later you can still tell it was the cat house.
The best solution is a 'no pets' policy.
Serve Pro has a air cleaning service that will capture any airborne dander and the like and remove this from the air using uv, ion and electro static methods.
Carpet and fabric replacement will be needed prior to air cleaning..
If cat urine has penetrated the building materials, this place will be renamed the cat condo.

In most cases the carpet has to go. You can check with service pro or like professional cleaner who will guarantee they can get allergins out.

If it's a severe affliction, the sufferer may still sense the former presence, in spite of heroic, costly efforts. It's a tough situation.

You can have the condo cleaned to remove the allergen in the carpet etc.

If the steam cleaning of the carpet didn't do the trick it has to be removed and the floor must be cleaned well before replacing it.

Thorough cleaning of carpet, drapes, etc. Cat hairs could have floated and be clinging to other things as well. Clean, clean, clean Maybe one of those air purifiers would help? Change all the furnace/ac/return filters as well. You might also have to have the ducts cleaned.
