when you upload the picture, you have the option for to alt tag (i.e. use key words. It's the place where it says description. Also, it's better if you can name the picture before it's uploads as it may give you a title tag too (at least it does in word press).

When I read your question I thought you might be asking how to link your photo to another website. But I guess you really wanted to know about titling and tagging. Like Debbie G. said it can give you a little SEO boost. And always name it something that relates to your post and never leave it with the number given by the camera. You lose a valuable opportunity to get found.
