A new cell pone ban in the West U area of Houston passed earlier this spring. It is in effect as of August 1st 2008. The ban is against all cell phone use by drivers within 3 blocks of a West U school zone during school hours. This ban is unique in that it specifically INCLUDES hands free devices and text messaging. The ban was put into place in an effort to protect school children from distracted drivers. Enforcement of the fine begins as of August 25th, 2008. First offenses may receive a warning or a $200 fine. Second offenses will be subject to a $500 fine. "The real problem is attentiveness," Mayor Bob Kelly said. "Hands take longer to get to the wheel when you're on the phone."     08/03/2008
