It's Human to Intelletualize -- but How Often Is It Sidetracked?

I've been unable to quickly track down when the U.S. realized that twelve years of education should be paid by taxpayers, not to continue to be the sole burden of the parents of school children. I do remember my grandmother telling me that she was beginning college before "free" education was approved and offered in Louisiana where she lived. Back then, some very wise souls realized, and were able to convince a majority, that the more who reached adulthood properly educated, the better civilization would become, the better life for everyone would be.
