Anne B. Moore, who has served as Hopewell Township deputy clerk, was transferred to the new position of municipal housing liaison on Monday.   "This is the first time a full-time paid position" has been devoted specifically to affordable housing, she said of her new post where she will be paid $50,500.   "I'll be doing the nuts and bolts work," Ms. Moore noted.   She said James McManimon, director of planning and community development, also is involved since his office deals with planning, zoning, construction, land use, open space and affordable housing.   To allow for the creation of Ms. Moore's new post, the Township Committee amended the Salary and Wage Plan for 2007 by adding the classification, "municipal housing liaison." State Gives Approval for Capital Health System Move to Hopewell  Capital Health System (CHS) gained approval from the state to relocate most of its Mercer Medical Center campus from Trenton to Hopewell Township. The state approval is contingent upon several conditions, including CHS maintaining a satellite emergency room at the site on Bellevue Avenue in Trenton for three years. The hospital originally planned to move to Princess Road in Lawrence, but decided on the larger site in Hopewell because it offers more space and flexibility for expansion. CHS officials will soon begin seeking the needed approvals from Hopewell Township to build on a 165- acre parcel of land, which is east of Scotch Road and North I-95. Public hearing and adoption vote set for June 11 meeting    A proposed $19,149,693 municipal budget for 2007 was unanimously introduced by the full Hopewell Township Committee Monday night.   The proposed budget, up $82,828 from last year, is scheduled for a public hearing and adoption vote at the June 11 committee meeting.   Township officials said the proposed spending plan includes no major changes to township government. Hopewell Township Preserves Foster Farm  On April 23, Hopewell Township Committee passed an ordinance allowing for the preservation of 48 acres off Woosamonsa Road in Hopewell Township as farmland. Under the ordinance, the township and state must equally split the cost of purchasing an agricultural easement for 48 of the 52 acres of property owned by Tom and Mary Foster. The easement will allow the Fosters to retain ownership of the 48 acres on the condition that it only be used as farmland. The easement would be permanent, meaning the same condition would apply to any purchaser of the property. Hopewell Borough Council Approves Rewrite of Master Plan On February 5, Hopewell Borough Council voted unanimously to accept the 2007 Master Plan, which was previously approved by the Planning Board on January 10. The council's vote enables officials to move forward on recommendations included in the Master Plan for open space preservation, affordable housing, and municipal facilities and services. Council has the authority to pass legislation relevant to the recommendations made in the Master Plan.
