Dear All:   Curious events are memoralized in today's Washington Post regarding the quick and easy passgae of new home construction 'moratoriums' by a number of surrounding counties.  These local legislative efforts, at first blush, appear to be laudable (by some - not me) efforts to stem the enormous housing growth, and resulting infrastructure problems, of the Greater Washington, DC community (NoVA and MD).  However, I note with interest several facets of these moratoriums which may make them less "newsworthy": Each one is short-lived, relative to the life cycle of the home building industry.  When they 'need' to expire, they will; They seek to impose 'restraints' (slow or no-growth) on an industry which, to put it mildly, is already quite restrained.  How do you slow or stop somethin...
