                         CLEAN  AS A WHISTLE   I'm not sure exactly where that phrase even came from, but my parents always used it when something was "really clean". Construction on the huge outlet complex could begin as early as this summer. After years of environmental litigation, officials say they finally have a GO on the massive outlet mall in Pasco County. The Cypress Creek Town Center will be the first open air outlet mall in the wider Tampa metro area at State Rd. 56 and I-75.
