If you are a realtor and sell a home that doesn't have the sewer lateral certificate, the buyers may be stuck with that fee. If you are the seller, you can, put in your sales brochure that this must be taken care of by the buyer(s). In any case if you choose to fix it or the new buyer(s) want to fix it you can use the FHA 203k to accomplish this.
