With the State of California slashing its budget and cutting back on funding on everything imaginable, in San Marcos, California  local junior college Palomar has manage to avoid the financial clutches of the states slashing program. With state funding expected to be slashed by nearly $8 million Palomar College plans to trim its 2011-2012 budget by about $4.5 million but officials say Palomar is lucky.   Palomar college expects to receive funding for 18,166 full-time equivalent students this fiscal year, based on a formula that measures the number of full-time students and combined part-timers. That's down about 8% from last years benchmark of 19,797.
