I have been aware of the concept but don't immediately recall the term, "paper streets".  Thank you for the question which helped stir up my mind's many cobwebs.  If only I could come up with a paper analogy.

It's a new term to me Fred Griffin Florida Real Estate but I think I've heard of them as undeveloped city plotted street or alley before.

Yes, in fact my backyard occupies a portion of one, as does 11 other of my neighbors. We gained 500 sq ft of lot by legally encroaching on our paper street, decades ago...long before I ever lived in San Diego.

We have several paper streets in Mission Bay Park, San Diego, CA.

Fred, I did encounter that some years back with some vacant land I had for sale.  The back property lines were adjacent to a paper street.  I suppose some day the land will be parceled off to the adjacent owners since there would be no logical reason to put in a city maintained street to just go through backyards.

That's a new term for me. Wonder why "paper" streets? Because they exist only on paper as proper streets? Also, why is it a "plus" for a property to have access to a portion of a paper street?

Yeah, they're only on paper. We have those and also the reverse. LOL roads that are not on a map but do exist and highly unlikely they'll ever end up on a map!

Fred Griffin Florida Real Estate is correct about easements in Florida. I lived in a neighborhood in Ft. Myers where the lots that backed up to an abandoned street easement gained significant ground because the county failed to reserve land on the neighborhoods on each side therefore putting in a street would be a street to nowhere but it was never termed a "paper street".

Most of our streets are made of asphalt or gravel, paper probably would not do well with our climate.

I never heard this term before but we did own a rental property on one of those undeveloped (and a dead end) street before. It provided great additional parking!

Fred Griffin Florida Real Estate - that term has been around for a long time but to tell the truth, I did not know, until I just looked it up with State I live in. I thought this was interesting:

In my opinion, Amazon is a lot like the old Sears and Montgomery Ward Catalogs before I was born. Sears sold homes in room sections and Wards, their competitor did too. I think Wards started it, and Sears was more successful. Both started selling merchandise through catalogs and the idea was a big hit for especially women who stayed home and couldn't get out to buy what they needed. In parts of Northern, Illinois, Sears homes were plentiful. I went inside one and thought it was the coolest house because the owner was able to customize it and spend money for additional rooms, when they could afford it. Or mom and pops bought and left the paper houses to their kids and the kids built on.

We have paper, private and public roads. Private roads are paved and maintained by the owners and require a maintenance agreement to get a loan.

In most towns you can drive on the paper street to access your property but you have to pave the street and install utilities before you can build on it.

In one county there are whole subdivisions on dirt (sand) roads with million dollar houses. The sand roads are public and maintained by the county.
