Well, we trained sellers to pay buyer's agents, which really didn't exist in CA until the late 1970's / early 80's. Prior to that it was all dual agency and listing agents only...so I guess we can train buyers in the 2020's.
Having owned 5 businesses, I'm used to contracts and setting upfront expectations and boundaries when onboarding a new client.
It's rare, but I have been paid a partial fee from my buyers when the seller's paying less than my minimum. I will not represent buyers for less, especially if there's a referral fee. I've never understood agents that will make a seller sign an agreement and charge them, but seldom do the same with buyers. But to each their own, I do what is professional and works for my business model. What others do is either something I learn from or something I shake my head at.
Good for the goose, good for the gander when it comes to buyers and sellers.
I do not do this to Military/Veterans, Teachers or First Responders, they get a pass but they also forfeit their rebate below my minimum.

I am fortunate to not work with buyers. If I did, my guess is they would have an issue with paying a buyer agent anything simple because they have been able to use buyer agents without the need to pay.
We pivot, shift, and adapt or we won't survive with any major changes in the market.

In states where Buyer Agreements exists, the changes should be less but still have to have acceptance by the Public to the new business model.
In Flordia, the state standard, included in many contracts and disclosure forms as well as the normal business model for most Brokers will require significant change and acceptance by the Public for Buyer paid fees.
Transaction Representation is similar to Dual Agency but Dual Agency is not allowed by law. Even a Single Agent must change if the Broker is on both sides of the transaction. All listings belong to the Broker and thus a Broker can not have two opposing Single Agency agreements in one transaction.

It took about three years for commission expectations to change from six percent to five percent. It took another five years for five percent to become the generally accepted normal rate. I think the same thing will happen with Buyer paid commission. Agents that charge their buyer will suffer for many years but it will eventually become the normal accepted practice. It should take about ten years to happen.
