Hello Peter. The answer is always yes. It may only be for a short period of time, but the pendulum can't just jump one side to the other, it must swing. I'm going with NO on this one Peter Mohylsky . At least in our market I've seen much harder swings to a Sellers Market then a Buyers Market. I'm guessing this to be true in all markets as anyone can look at home values today compared to ten years ago and every market is going to be higher.

Unless acted upon by an extreme outside force, yes it should. For how long will depend on many factors.
If the majority of your towns large employers left and took their employees tomorrow, you could well go to a strong buyer's market directly from a strong seller's market, without ever passing through a balanced/normal market.
We had this happen in the 80s/90s when the big names in aerospace (Boeing, Rocketdyne, TRW, Lockheed etc.) all left the San Fernando Valley at the same time. Many of their employees lived in one town and that town overnight got an 18 month market time.
