I would imagine some agents used this "Tactic" during the pandemic to limit their client's from the general population. I truly do not like this practice, as I feel it really and truly does not serve the Seller's best interest. I don't like agents who practice real estate this way either. Or their brokerages for that matter.

Every seller is different, some really like the idea of avoiding the market, thus the popularity of all those ebuyer programs.
Some are willing to go through the process for a better price.

I've not heard them called whisper listings. I believe we can do them here but it is not encouraged. I would take a buyer but would encourage a seller to market to the masses.
We do have an area where it isn't uncommon for people there to sell to people they know. They may or may not be using an agent. It does keep properties circulating to certain groups. I don't know if there's anything legal that can be done.
