WOW I wonder if neighbors ever received electric bills and why this was not disclosed by prior owner.  Even is the street lights never went dark, how come this is the only bill we are hearing about?  I do believe this may be a  title insurance issue.  😳

This reminds me of when I was building/developing, and the city says out of the blue they want a fire hydrant or a traffic signal on the front or near the property and the builder has to pay for it as part of permission to build. We are talking $40-75k is the insult. The injury? When purchasing the land, we had not calculated or knew of that cost.

Boy, sounds like the developer/builder really blew it. I thought that was one of the first things worked out - sewer, electric, school access.

Owners call Realtor who probably has no knowledge. It's the Title Company they need to contact. This is not uncommon for Hawaii AND rural areas being redeveloped. Usually there is a road maintenance agreement which itemizes who pays for what but in this case the county looked and no split or recorded document shows, yet.  Can they turn them off?  Hopefully the tract was developed less than ten years ago and developer isn't bankrupt.

I have a friend who lives on Maui, and some of the real estate tales he tells are nothing short of amazing . . . Hawaii has a rich history that includes very peculiar tribal customs and at times no rules at all till there are rules! 

To your question . . . who the F knows but there may be more!

I think it's particularly funny that, if I read it correctly, the same folks who sent the huge bill said 'we don't expect THEM to pay it' LOL

How unfortunate for those homeowners! I suspect they need to get the neighbors involved but they may need the help of an attorney to find resolution of this problem. I have seen instances, locally, wherein a few neighbors lived in a neighborhood that was private streets, private entrance gate, and, I if I recall correctly private street lights. There was an agreement in place for the neighbors to share the cost of upkeep, etc. for these amenities. Seemed loose to me but somewhat like an HOA.
