turn the PDF into a JPEG using a free website on the web.
Upload that jpeg into the normal photo editor. It will be a larger file so you might have to resize it to 700 px wide which is the size of a blog post.
This is the easiest way.

Do you want to display it front and center? Then convert it (I am known to use my trusty Snipping Tool) to an image.
OTHERWISE, add the document to your media library and link to it.
Since people are always weird about clicking links . . . I'd post it as an image and THEN have a link to the entire document if it is more than a page.

I just upload the pdf to my webserver and link to it for a download. The image is linked -- not words such as click the link below.

Not on here. Maybe on your own site, I've seen it done but that probably needs plugins running on the backend. The way I do it, is I convert to JPG (my PDF writer does that) and then post the images that way.
