I don't think it truly means anything, just something that the banks made up because they weren't willing to do repairs, haha. Every home is listed "as-is" whether it is in immaculate condition or not. I have always ignored "as-is" and my buyers will still have an inspection and still request repairs for items that are important for them.

In my mind it's telling potential buyers the seller doesn't plan to put any money into repairs and offers should be made accordingly. This is common on estates and when the seller has no money to fix deficiencies.
There are certainly ways to deal with this and still make a home that needs repairs financeable. It's all about negotiations.
