They are afraid of huge future losses once the foreclosure moratoriums are lifted across the country. Maybe an increase is justified but it should have a future start date (for example 10/01/20) instead of applying to loans already in the pipeline, including locked loans that won't be sold until after the increase takes effect.
Also, it is harder to justify for a Rate and Term refi, that is lowering a borrower's mortgage payment. I would more accepting of a 25 basis point increase on Cash Out refis. The whole thing was handled very poorly.
