As Alan mentioned, it seems to often go away with a different browser. The other thing to do is continue to scroll down the page (click outside of the blog editor panel first), that often forces the rest of the blog editor to load. One other tactic that sometimes work, click spellcheck in the blog editor.

This has been happening for about a month...if you save, close and refresh it returns and there are other ways to force the page back like clearing your browser cache or changing browsers...I've posted over 30 times under this latest tech debauchery...it's workable.
