One of my rentals in San Mateo, CA has a basement and we used to have a flooding issue.
We French Drained the perimeter of our house, re-routed the rain gutters into it and added a shallow well equipped with a sump-pump at the lowest point inside the basement to avoid puddling at surface level or higher.
Solved 98% of the moisture; torrential rains aside, we never even get moisture more than 2% of the rainy season.
