I am not sure what the citizens expect. Personally, I have a daughter who normally lives in NYC and she was able to escape to SC last week. she was not feeling well and got tested two days ago and has not gotten the results yet. she is self quarantining, treating with rest and Tylenol. Feeling weak and staying optimistic.
So I am personally treating this as a bump in the road. Business as normal, washing my hands more frequently esp. if I head out for a trip. I showed properties yesterday and will visit with those clients today.
I hope we will get some good news before the end of the week. If the sick folks have stayed home, it will slow the rate of new infections.

In this context, it means what you've said. Taking measures to limit the peak of any chart to a pre-determined level. In the stock market, it could be the "plunge protection team" injecting money into the market to flatten the downward curve to prevent major losses (as we've seen done in recent weeks by the Fed).
In sales it could be to flatten the demand to not exceed production, either through a decrease in marketing or an increase in price.
In this crisis, it's limiting exposure so that the healthcare system isn't over taxed.

So I would have to disagree that the cure is worse than the affliction as I value people's lives.
Also, unfortunately, death also results in a lot of costs for the families impacted on top of the grief.
If we had taken the actions we did here in NY 1 week earlier, we would be in a much better position. The numbers are pretty clear.
