Obviously this agent has

  1. No clue what they're doing
  2. Didn't look at the report
  3. Is trying to get some money and look like a "hero" to their client
  4. Is not properly representing their client
  5. Does not realize that it is still very much a seller's market

My guidance would be to check the box next to "Seller does NOT agree to any of the Buyer's requests" and send them a contingency removal along with a 1 day notice to perform.  I'd tell the agent "If you're client doesn't want the house, I'll sell it for more money to someone who does."

Unless there is a safety issue, etc., then Seller can either make repairs, credit or simply reject; their call.

Although some "Request For Repairs" seem non-sensical I have never seen such an outrageous "plea".  Maybe the $1,000 is considered another nuisance fee.

Sounds like a buyer from IL. Not good enough for the buyer to demand money when your properties are usually as is. It's a shake down.

Most sellers would, when presented with a request for $1,000 with no backup, want to say "no." I think that's a valid response.

We're a due diligence state and sometimes buyers want a credit to make their own repairs from an inspection (even when it's bringing something up to current code when it wasn't code when it was built) We get price reduction requests often and sellers often give the reduction vs. doing the repairs. Sellers sometimes even offer a price reduction vs. doing repairs.

I would advise counter at list (- $1) plus $500 MLS or Convenience fee Paid by buyer agent to listing agent.and return the report.

Buyer agent will ask, "What's that for?"

This is a red flag indicating this is but the first in a long sequence of "shoot me now' episodes. I would advise seller to not take home off market for this buyer until ALL contingencies have been satisfied.

Regarding $1,000 credits based on inspection without very specific details  would be a NO GO.

I suspect that the buyer is just bluffing to see what they can get away with.

Seems to me like they are really asking for a seller credit.  How can it be a repair request when no specific repairs are requested?  By the way, that was rhetorical. 

If they want repairs the repairs need to be outlined. If they want a credit they need to ask for a seller credit. 

There is always more to the story - the details. The market. Backup offers?  If your market is like my market, and I suspect it is very much like my market, then I'd have a discussion with the seller regarding options.  There are many, including Miss Nina Hollander 's suggestion to pound sand.

Well first of all his lack of professional is crazy.  We had a guy do this a few years back and he was trying to make himself the buyers hero by reducing the price.  The guy was clueless.  He mentioned to me the home needed to be painted throughout and flooring replaced.  I said - did you even read the MLS remarks?   If you had you'd have known the entire home had been re-done and was in great condition.  It sold as is.

I'd reinforce the standards for our market, explain the buyer's request, & remind the seller that they have every right to say "no".  And then I'd ask the agent if they'd talk to their parent like that.

It's very common in my market to ask for a reduced price or contribution to closing in lieu of repairs.  Happens all the time and if we have the inspection and can see the scope of repairs needed we can get our own estimate of costs and most sellers are fine handing over some funds instead of the hassle of managing the repairs.

Yep, that's a first. I had a buyer who wanted to submit a detailed RR requesting EVERYTHING in the inspection be repaired. Hard to respond, though, is you truly  don't know what's being requested. Sounds like the seller should just reject the buyer's request, in writing.
