Instead of concentrating on inexpensive, why not concentrate on ROI (return on investment).

You can go cheap and never get one lead from your website, or you could spend some money  and hire a professional designer and SEO.

This way you can actually get leads that will result in business. That, in turn, will pay for the website many times over.

Don't obsess with the look of the website, concentrate on ranking it. People do not want to see artwork, they want to see properties for sale.

Be careful.   You may get exactly what you pay(and ask).  

Holy Crap - be careful. You are better off not having a redesign or makeover until you can afford to hire the right person with the right skills that can create what you want.

If you're up to the DIY task, there is wordpress.  There are also several free or inexpensive real estate themed templates.  IDX will require a plugin, some templates work with one by default.

IDX feed is very expensive like $150 a month. A low cost custom site starts about >$1K.   India or PI. US they start $65 per hour 

The word inexpensive is slowly losing ground in todays economy flow.....You get what you pay for and can afford no more no less. Bargains not so much
