This is inaccurate. It is true that your favorite news channel gets their hurricance information from NOAA. But NOAA cannot and does not issue gag orders on the private news channels.
NOAA says, "You can't change our maps." In other words, you can't add your logo to our map and you have to keep it intact. But you can take the information from the map and make your own map, which is what most news organizations do.
Reporting the news in any manner that the channel wants to report it is protected by free speech. It is true that there are limits to free speech, but offering an opinion (which is what an analysis is) is protected. Even when that information relates to the weather, even when it is a state of emergency.

The "gag order" is actually a confidentality agreement to prohibit NOAA, ERA and Dept. of Agriculture employees from discussing climate change. The views of these scientists directly contradict Trump's views, so the administration has threatened to withdraw grants & contracts unless these agencies muzzle its employees.
In any event, this has no binding affect on private weather channels.
THE RESULT: Scientists are banned from sharing the results of our own tax payer funded research.
This has nothing to do with banning lay employees from voicing a bias opinion. To the contrary, it's a ban on govt. scientists, in the know, from speaking. Historically, this is a tactic promoted by fascist regimes, and presently used by Russia and China.

Makes sense to me - one personal intelligent analysis's is another person's emotional response.
