There's no shortage of potential lead generation strategies "out there".  Over the years brokers have supported and promoted many of them but "they are not the boss of me".

Some teams do hire ISAs to make more calls, this could have been one of the VA services out there that contract with various teams.

If he is licensed it's a problem. Being a member of the board is not a must but I'm sure you have online license check?

If he was part of KW but you didn't get his name how is the local broker supposed to track him down?

My broker doesn't tell me to do anything.

no one in our area cold calls.....robo calling was done in the late 1980's.... and agents picked up listings from it....  that was then...this is now.

We all decide if it is right for us.  The brokerage trains on all aspects of real estate but we all use what we are comfortable with.

I just did a round of calls in my farm area and landed a 239,000 listing which sold within a week.

It is not for everyone, but if it works I use it.

No and I've never made them. And even if they encouraged the practice I wouldn't do it. At the end of the day, I'm an independent contractor and run my business the way I wish to. By the same token, we just received a letter from our regional president warning agents to be very circumspect about how and when and if they cold call.

As you well know, cold calling is a common practice in our business. I am amused when I get cold called by a real estate agent. I am less amused by the many other spam calls - both live and robo - that I receive.

This is SOP for KW agents. When we were with KW years ago, agents were encouraged to make cold calls in the morning. Since we could not subscribe to this activity, we flew the coop!

Brokers should be able to guide agents into lead generation activities based on the agents resources and commitment.

The agent who is flat broke would most likely engage in activity that cost nothing. Cold calling is one of those activities.

The cold calling agent who can endure the abuse (apparently from other agents) will create very quickly, a perspective of business that will serve them well.

Most of the expensive stuff I buy originates from a knock on the door or a call to my phone, NOT via my emails.  I like doing business with folks showing a little hustle.

It is a form of finding business for some. I think you have to look at all the ways to get business and figure out where your niche is. I've learned not to be too quick to judge other agents ways of finding business. There are some things I don't like to do or want to do that other people love and work well with.
