when I was actively recruiting, I would recruit CAREFULLY....never had a revolving door policy..... I was a manager and listed property....as I cooperated with buyer agents, I would interview throughout the entire transaction....If I liked the results, I invited to interview.... if not, I just closed the deal and went on my way....

Platforms for recruiting....
Platforms for retention...
I suggest replacing Platform with strategy. A 'platform' could work if it represented a strategic benefit or advantage such as Zdevil and CB or the recently failed REMAX and Redfin deal.
A broker strategy for recruiting needs to be based on delivering 'LOCAL' value from which an agent can make money. For example an exclusive tool like CISScore or ClaimsForward gives the agent something of value and interest to commence the conversation.
Retention is ALL about success. Lead the agent via 'doing' training into their first successes and they will ant more and bigger. When the broker has lit that fire retention does not become such as issue.
Or you can go lazy and do the KW 'we got training and scripts." Perhaps that is the PLATFORM you want.
HINT: Good agents don't care until you show them you care. So, target your prospects, do your homework and have something other than sweet words to offer. Sweet words attract only the easily distracted....then retention is an issue.
