 No. I got a LA CRA redevelopment loan starting in end of 1990 to rehab a commercial building into apartment units on Bonnie Brae. I could tell you a thousand reasons why government should not be involved in trying these projects. Summary: the bean counters in LA City worked 2 days a week, the inspectors asked for cash payoffs, they made us change plans mid stream, the local MS13 and 18th Street gangs were more organized than the City, then the riots came in 1992 and we watched buildings around us burned, fire fighters came but no police.... Redevlopment must be for profit and not run by burocrats and people looking for payola.

Sure but not by the means mentioned in the article. How about rewarding developers with a tax break for revitalizing an area or some other way to reward the private sector. I bet most areas already have plenty of folks with money and vision and a desire to improve a district or neighborhood and the govermental authorities just need to get out of the way. The probably don't even need to "reward" the "doers" just stop making it hard with all the governmental red tape and crazy fees & restrictions on projects that are attempting to do something that's a good idea and benefit to the community.
