No, Chicagoans are diehards....we are out and about subzero and with heavy snow!  Now, in black ice days like today I am seeing quite a few cars in ditches, but you drive like an idiot in this weather and karma gets you!  lol!

In Seattle the city goes into chaos with much snow due to the hills. We get some every couple years, occasionally a few inches will shut things down for a few days.  They've even canceled schools on the threat of snow, only to have it not happen.

When there is even a hint of snow or ice everything shuts down. Family rush to the store and buy all the milk, bread, and water available. Outdoor pets are brought inside. Space heaters and generators are suddenly the most important appliance you can have. If we have 6 inches (which is very rare) absolute chaos descends.

we have a run on batteries and water if snow is in the forecast.  We all stay home.  Well people with normal jobs... my daughter, husband and son in law go to work. (nurse, law enforcement and firefighter/medic)

We had over 10 inches of snow a few days ago and it definitely impacted the area. A lot of clearing was needed for access to homes and finding a parking space that was cleared could have been a challenge.

2 inches might warrant a 2 hour delay of start time for the schools but the schools only have so many days they can take off before they have to start adding days on to the back end; so they prefer a delay over a cancellation, so long as the roads are safe. Stores here rarely-to-never close over snow.
