Well in our home, if I cook, I decide where we sit and eat. And I most always set the table in our dining room and no TV or devices allowed. The dinners are either decidedly romantic (just my bride and I-my son is off to college);

I also use a game called Table Topics sometimes to make it fun.

Leave all devices away from the table.  No TV on in the background.  Everyone eats at the same time.  That's how we did it back in my childhood days.   No answering the phone either.
