If an another agent is holding an open house for me and an unrepresented guest comes in, that lead belongs to the agent who is holding my open house. That is their "payment" for helping me out. My interest is in getting the listing sold.

The SOLE reason my sellers request an open house is to SELL the house. The rest is 'fluff' and if he/she gets a buyer from hosting for me, I'm thrilled for them!

That is predetermined. Remember, manage expectations. I do let people from my office hold my vacant listing OPEN and I tell them this:
They can have all the leads from the open, but if the lead buys my listing, they owe me a 25% referral fee.
And I'll assume if they bring a buyer, it was a lead unless they show me a BRE dated well before the open.

This is not a problem I have as 99.9% of my clients do not want an open house and specifically request I not do them. However, my feeling is that if someone is sitting your house and takes all that time to do so, the leads belong to that agent and not the listing agent.

Generally the agent hosting the Open House gets the leads, unless you have a prior arrangement where you want a referral or some other arrangement.
If the buyer wants to go around that agent and deal directly with the listing broker, yourself, then I would suggest a referral to the agent who did a good job presenting the home.
