In California, it is a legal requirement that a seller provide a Natural Hazard Disclosure Report to a buyer. We use companies who specialize in preparing such reports to meet that requirement. Those reports show flood zones, earthquake zones, landslide zones and more.

The FEMA maps are not current...still show data from March 2014 but they were redrawn after Irma so not accurate.

I call local independent insurance agents instead,

Our GIS has a wonderful interface with County Flood Control and FEMA Maps. Also via ESRI and STDB which are CCIM tools I can get a flood map. And if there's any doubt we can actually call flood control and confirm the flood plain determination.

the listing agent should have the info....flood insurance is very expensive and it needs to be disclosed.... the owner knows if it is or is not....

We used to have a great website where we could locate that information but, since our maps have been re-drawn, I go directly to the city as the online maps are no longer accurate. After 5-7 years, you'd think they'd be though!

I use our MLS site which links to county resources.  I don't assume them to be 100% accurate, but I assume they are if it indicates a flood zone is present.  Lenders charge a fee for a Flood Certification prior to approval. I haven't been surprised by an unexpected finding yet.

In the end, it is up to the the asset manager to make the determination. We have had them require flood insurance for a house in an X Zone, where no flood insurance is required, simply because there was an AE zone in the same panel on the FEMA map. So those FEMA maps are accuarate, but not always for insurance requirements.

If going for a mortgage the mortgage company will run a flood cert. If you want, call any local insurance company, they must know in order to give quotes. I deal with this all the time, as I lend money on homes located on an island. Find out what the zone rating is for this will determine if needed and the cost due to the elevation.

If the property has recently been placed in the flood plain you can have an elevation survey done to remove it. Check w/ the lender, appraiser or insurance agent to find out

The first step is the seller is to disclose this on the disclosure form. The next way is on the CRS records and the insurance company will know and then of course the lender and title company will also check.
