I have terrible luck with tagging people from my phone. I do not even try. I thought my new phone would be better but it isn't.
Also, I frequently do not get notifications when I have been tagged. A few people who tag me periodically, I never get notified. You often must go in and scour, and I'm more of a skimmer.

Very simple, just put the @ and type their name slowly, usually after 3 letter names will pop up and you can highlight and click enter to get it on your screen

On rare occasion for me, it doesn't work, so I'm going to try Michael Setunsky 's suggestion about refreshing with the F5 key.

It is a good thing to do so they can know about the comment.

use the @ sign and then the first few letters of their firname.  You cannot leave a space between the @ sign and the first letter.  eg  @dia...
