That is insane! I thought you surely meant 'keep their garage doors DOWN' until I read the rest of the question.

So, no garage storage, garage doors to the house and cars must be kept locked at all times (if they are parked in the garage during the day)..how ridiculous! 

I hope the homeowners fire this management company and figure out a better way to solve this garage occupancy problem! Keep us posted, Wanda!

Seems backward as Lynnea Miller said. Most HOA's care about owners keeping door down to avoid ugly junk boxes. Some HOA's require owners to park in the garage and not have hoarder junk this is a spin, but HOA managers and board members are crazy people in charge with big chips on their shoulders

I see the logic, but believe it is totally ridiculous. If majority owners are against it, they can vote and remove this request. Besides, even the door is HOA thing, everything inside the garage is a private property and shall remain safe and locked.

I did see the news article on this and it is a HUGE threat for the home owners who store anything in their garage. It invites thieves in to steal bikes, lawn mowers, tools etc

There was a shoot out in Cupertino-Sunnyvale the disspirited killer of several hid in the garage on a major major road. Should all garage doors to be open at night for inspection the case was over same day.

I went there and saw the bullet holes. He was shot by cops way later. All these tanks and cops looking for an urban killers.

That sounds like a major lawsuit in the making. Not only will it allow thieves to steal quickly from a garage, it will allow them easier access to the house as most garage entrances don't have a deadbolt. 

Personally, I would not comply until the HOA meeting, and only then if I felt that there was a compelling argument that was presented for doing it. Just to make sure that I am not housing someone in my garage is not compelling enough. I wonder how much notice the homeowners were given.

I saw that last night.  They're also only to be used for parking of cars and not for storage of items and have no access to the house (per someone on LCA from the area).  Personally, I'd tell the HOA what they could do with their letter or I'd stage some fun stuff in there like a drug lab, religious alter, Santa's workshop, bar, flop house.... change it every day.  Maybe one day have a big barking dog tied up and sit in the garage on a lawn chair with a cooler of beer and a confederate flag and blaring country music.

Rules are rules in any HOA, however, collecting a fine is a whole other matter unless specified in the by-laws. I believe my door will be down and my real estate attorney's letter will be dated and attached thereto.

For starters, I think that is a very reckless rule. I saw this on the news and people were worried about their belongings. It also leaves the homeowner vulnerable to dangerous situations.

Second, I was wondering how an HOA could pass a rule without a majority vote. In our area, you generally have to have a majority vote to change the HOA. I realize it may depend on how the bylaws were written.
