Yes. Homeless are everywhere. CalTrans cannot keep up with cleaning up after the mess and garbage left on streets and freeway off/on ramps. We have homeowners up in arms about homeless camps near their homes. There are tents everywhere.

The City of Tallahassee / Leon County built a new "Shelter" that offers 3 hot meals a day, no questions asked.
Suffice it to say that part of town (West Pensacola Street) is economically ruined. The apartment complexes had to hire 24-hour security to keep the transients from bathing in the swimming pools. There are winos on every street corner with "work for food" or "God bless, please help" cardboard signs. It is sad, because there are few if any people there who truly want help... not just a handout.

One of our local universities did a study this year and found that homelessness has decreased by 26% since 2010 and 12% since last year in the Charlotte Metro region. This is in spite of the 17% increase in population in our area over the past 7 years as well.
We have a very low unemployment rate and numerous assistive organizations to help those needing job training & placement. That's likely a large reason our homelessness is declining.

In Pinellas County Florida, a devious system is in place to keep this growing population out of sight.
First, the city made being poor/homeless against the law.
Second, those sworn to protect and serve give the dis-enfranchised the choice, go to jail or to the HOMELESS incarceration center know by the name Safe Harbor. This facility is located at the extreme north border of the city. Once exiled to Shafe Harbor, the dis-enfranchised have a very difficult time getting back to the city therefore out-of-sight.
"What you do to the least of these you also do to me" are the red letter words attributed to Jesus. These words were a beacon of direction to Mother Teresa.
They will always be the measure of the darkness in the heart of others.

I think we're holding steady here. "Homeless" on Kauai usually means illegal camping at beaches or in remote areas, living off fishing and fruit from the trees. Some are forced into that life and some actually choose it, but it is not as bad here as many areas.
