There are as many answers to that as there are special little snowflakes.
Where in the market cycle does your area, or the area you're interested in developing or investing in, find itself at this time? Ours is in expansion, so it's probably about a year +/- too late to really get into new residential development, although notes with a five-year payoff might be well-timed, for example. YMMV
Of course, you can never ignore the political weather. But those cycles are pretty reliable.

Even I was like WHAT? Basically things are not as fragile as the media would have you believe. The markets are on fire. In real estate the low interest rates are fueling new buyers coming into the markets. There is a great deal of people though staying still. Banks are not has fragile as they were. Foreclosures that i see are people who got bailed out that would have been foreclosed 5 years ago whose modifications are up and they learned nothing from what got them there. The amount is small enough it does not affect markets but actually boosts them when contractors buy, fix and sell them.
