      Property values here dropped 25% to 30% after the boom of the mid-2000's.  The prices have increased, but have not returned to the prices they commanded back then. 

     Some sellers are still adamant that their property is worth what they paid for it (then), PLUS appreciation, improvements, etc.

In our market, I have never seen an appraiser using comps from 8 years ago. However, we do have sellers with unrealistic thoughts regarding the value of their properties.

I don't concern myself with prices from 10 years ago.  I'm not sure exactly what you are asking. A 9 year old appraisal has zero to do with value today.  I did just have a low appraisal where I really wanted to string up the appraiser. And frankly I am sure so does every one else in the neighborhood.

I've never seen an appraiser use or look at a prior appraisal.  Even one that came it at value two weeks ago from another lender.

Denver's values have been on the rise - 10%+ per year for the last 4 years.   We are still seeing many greedy sellers, and some low appraisals, but still above 2008.

I have not experienced that John.  Most are coming back at value. Only a few were low ... by $10,000. But in my market ... that is not a huge amount for most buyers.

We just sold a home that was appraised for $350,000 and listed for that same price a year ago. It had ZERO showings. We did a CMA and listed it for $270,000 and it had quite a few showings and an offer a month after listing.
