two ways you could do this, in my opinion:

direct mail marketing with a letter that describes what you have; what the end product might be in size and price; and mail to database of builders....

direct mail marketing with a postcard (my preference) and simply state that you have one buildable lot (if it is in fact buildable!) the price of the lot and your contact info for more details.... make sure you have a plan of the land...the comps for the end product, clearly describing and verifying the size of the home to be built and the suggested list price.... the builder should take it from there and work his numbers backwards to end up at the value of the lot "to him" based on "his costs" and "his profit margin".... 

that's how I did this.... and I did alot of it....

I became a member of the local builder's association and with that, had each member's contact information. I would contact those individual builders (first by phone, then by email) with plat information, city development that had been completed, utility information, cost per lot, type of buyer who would be buying the homes and size of homes that would fit on said lots and be appealing to the target buyers. Those who I contacted were not the larger builders but, the small ones who prefer infill projects. 

If you have a lot of builders in your area that you think may be a good fit, you can send out a mass mailing, as Barbara Todaro suggested as well.

I have marketed to builders before promoting construction loans. One time I used large red envelopes and put a gold foil sticker on it to make it look kind of fancy.

You could get up on a ladder and take a few photos from where the floor level of the house would be of the views.

Include the covenants, etc. and you're good to go!

 Provide great photographs of the views from elevations. Find a legal drone photographer to complete this. Curbs and gutters are in I assume but get costing on tie into water/ sewer/ gas / electric.  Draw a sketch of what the house might be - there are a couple online planning tools you can use- not necessarily a full CAD design that an architect might specify for a client but a sample. Get an architect or engineer on-board who you co-brand with who knows a guy at the local planning desk. Most stick house single contractors are not your best lead, better to pitch at a Realtor meeting with a board that has images, drawings, costing to find the buyer.

Lenders can provide a lot loan to close the deal, then buyer needs to get all his ducks in a row with architect and planning approval.  Disclose all conservation and restrictions as to height, use, local animals protected and why this is a good thing
