I used to use Adobe Illustrator to do that... but it's an expensive program with a strong learning curve if you're buying it just to create one logo.
Another popular program was Adobe Freehand.
I'm sure there are cheaper and easier programs that would allow you to create the logo you need... I'm just no longer in the loop.
