The brand of PC used really should not matter. An easy to learn online tool that I use periodically is Canva. It has a free (what I use) and paid version. Search for "canva tips and tricks" on Google to get an idea if it will work for your needs.

As others have said, the brand of PC doesn't matter. I think many will work fine like iPiccy, Ribbit or Photoshop Light.

IMO it depends how intricate you want to get - we use both MS Paint (comes with windows) and Paint.net - a freeware program that is powerful enough for our needs

You should be able to use any photo editing software on a Dell computer unless is is MAC specific.
