The brand of PC used really should not matter. An easy to learn online tool that I use periodically is Canva. It has a free (what I use) and paid version. Search for "canva tips and tricks" on Google to get an idea if it will work for your needs.

You should be able to use any photo editing software on a Dell computer unless is is MAC specific.
