Referral relationships take time, I'd say 6-12 months is the average for our industry inside networking groups. I've run multiple groups over the years for BNI, Chamber of Commerce, Buffini & Co, etc. I've watched the good the bad and the ugly of networking over my 25 years of network with purpose.

Barbara Todaro has a great answer! I attend conferences and other AR member gatherings and have met a ton of members over the years. I also am on the heavy side of listings (vs. buyers) so, I send out a lot of referrals and others reciprocate. So, I have relationships with a good number of agents here in the Rain.
I also think being respectful and helpful to others here is important - I believe that speaks volumes to others as to one's work ethic (and personality).
