I never heard of the Abby Affect but knew exactly what you were referring to when I read the rest of the question (since we just watched NCIS last night). 

Abby is quite an individual, happy in her quirkiness. Once you see her, you will never forget her. And you will want to see her again.

I don't know anyone personally is who is quite that unique or memorable. I'd like to be more like her myself!
