Well I do it both ways, and it depends on the buyers. I had one couple that had no idea what they were doing. They were getting FHA financing. I went through the inspection report and pointed out items that would certainly be an issue when the appraiser came out. Otherwise the buyers would have let everything go. When the appraisal came back...we had no repairs that needed to be addressed. The seller was very agreeable to doing the repairs so the property would fiance and sell.

I review the items with them at the house following the verbal report from the inspector and counsel them at that time. We both then receive the report, I highlight the items that I understood that they want the seller to repair. I send them an email with the highlighted report to be certain that I have everything they want requested. Then present the repair request with the highlighted items to the listing agent.

Typically that would be up to the buyer, and the agreement between the contracting parties. If a buyer is in a position to move forward with requesting repairs from a seller, it may be a good practice at that time or earlier for all parties to provide written acknowledgement of the current report. Obtaining a current report specific to the transacting parties in a particular agreement can also be beneficial and is likely a good practice. Here in AZ it is part of the contract for the home inspection report to be given to the agents. Buyers and I meet with inspector at the end of the inspection to review the findings. He then emails the full report along with a summary to buyer and myself. Buyers and I discuss and we go through what they want to ask for and what is probably not going to fly. We are in the process of changing how it's done next Febuary and I can't wait. The last change in contract totally messed it up inspections and it's been a nitemare to deal with some inspections request as they go on and on and on.....deal killers.

I just had one that had plumbing and electrical problems along with some minor exterior rotted wood. My buyer wanted the seller to repair all the rotten wood. Seems Mr. Buyer has a son who is an electrician and a son in law who is a plumber!

In my experience, the inspector provides the report to the selling agent along with the buyer. I attend the inspection along with the buyer and the inspector reviews his/her findings at that time. The actual report is either delivered at that time or later that evening via email.
Repairs, credits, price adjustments are discussed during the initial client meeting and then again when the offer is written as the purchase agreement in California is "as is".

We go over the report together & try to take out the nonsense that the inspector put in. That way, the buyer sounds rational to the seller.
On the listing side, it's hard to get a copy of the report in our area sometimes. Just had one where the inspector took no pictures. Imagine that in this digital age.

The Buyer should always review the report. Buyers look to us for guidance and we must be well educated on needful repairs vs. cosmetic repairs. Prior to purchasing and again prior to and after inspection, I remind my Buyers to look for costly repairs or repairs that required a licensed professional (electrician, plumber, etc). I explain that repairs cosmetic in nature are often of less importance than electrical or plumbing (or even roof or foundational) issues and those are issues we need to address. Clearly, if there were cosmetic repairs we knew that prior to writing the offer so focus on needful repairs.

The report is sent to the buyer, sometimes as a courtesy the inspector will copy me. I wait for the buyer to tell me if they are satisfied with the inspections. Some but very few ask for repairs, most all customers know and understand the inspections reports. They hire a professional home inspector and they know to ask if they have questions or further recommendations in order to move forward with the contract.
