The Main Problem is that we allow the government to control the land that we paid for and continue to pay taxes on.

The Constitution does require them to pay us for the rights that they Take, but the legislature and regulatory agencies generally forget this.

Mazimizing land use can upset the adjoining property owners. Also getting utilities to the subject properties can be very expensive and hard to do.

All areas are going to have their own land use codes and ordinances. As you start getting familar with different areas, you will learn the codes and what you have to do. Checking with the local governments will also give you a lot of information.

First and foremost is dealing with the town, department of environmental management & our coastal resource state division on requirements.  I don't imagine Utah has the water issues or groundwater issue restrictions we have here but your town planner can be a great guider here.
