The only thing i can think of is when installing carpet they use a Knee Kicker to stretch the carpet in home construction or when reinstalling carpet.

Are you referring to the carpet installer? It is something used to stretch carpet. Once learned to use properly, it will usually lay easily and save you a lot of time.

Knee Kicker

A carpet installation tool used to make minor adjustments by stretching carpet (for installation with a tackless strip). By industry standards, the majority of this stretch must be performed using a power stretcher.
