I think it depends on what your goal is:).
Personal time
Networking time
Ad creation time
Analytics time
FB live streaming time
FB Group building time
FB fan building time
etc, etc, etc
There i s not enough time in a day to do you can do on social media, So much to do, so little time.
I trained one of my VAs to manage my tweets in Hootsuite for me, Hootsuite is great for automating the tweets but is still needs a human to input the tweets and also to reply to people and thank people, etc.
I train another one to help with postings. I also use CityBlast for posting. But still I must say I spend anywhere from one hour to five hours, and sometimes more on social media, depending on the tasks, etc.

It depends on your business plan and how you are using social media to increase your business. I'd take a 30 day study of it; measure the time spent vs. results gotten. The data reveals your answer.

Personally, I'd like to say that zero time is reasonable. I have never particularly cared for social media. But once it goes over 60-90 minutes it's excessive to my way of thinking unless you get the majority of your leads from social media.

Do you do this for a living? If so, it's an all day thing. If not, weigh the cost of hiring someone.
Usually, 1 sale a month will over the cost of a good webmaster to do this for you and should bring in enough business to cover their expense and more.

It totally depends on the goals. If it's just a swing through facebook to keep in touch with friends and family, the answer will be totally different than if it's writing and distributing posts and making videos, uploading photos, etc.

Never on "prime time", only once I have a little down time, Then it actually becomes relaxing yet is productive. Being on the Internet, I believe, becomes habit forming that makes us believe we are productive. But are we? Yes, how much is too much? The answer, what kind of business are you getting out of it?

What is reasonable may differ from one to another. With the exception of last week, For me it is what time i put aside in the morning to post a blog and interact. I think of Active Rain as an investment that does bring about new business as opposed to going on the time of Social media that is More than business.
