I believe they are required outside as well with at least 4 risers. The code I have seen in Carlsbad is pretty complex

I'm not 100% sure on the code.  I think any steps require an alternate entry for wheelchair bound persons, at least for public buildings.  Not sure about commercial structures, since I don't deal on that side of the real estate fence.

30 inches or more in height is the trigger for a required handrail by codes in our area though some inspectors/appraisers may use a shorter yardstick.

I think they are required here, at least if someone wants to get an FHA loan. And I gotta say, I really appreciate seeing them when I'm going up and down exterior stairs, especially if it's slippery.

There are handrails. Code usually requires them if there are 3 or more steps, or if porch is 32" above ground. code varies by county.

This is something that bears looking into as lots of Americans are retiring and a world that compliments growing old is preferred. Handrails etc come under this. Who pays & is it mandatory may differ but it is useful to be sure
