I sure wouldn't want to strapped with those 2 (or 3 if the water heater is big enough) earthstraps used to secure the water heater to the wall and prevent it from moving in an earthquake

An earthquake strap is required here in Southern California.  This secures the water heater in case of an earthquake.  It is in our contract and can be done by the seller or buyer.  There are two secure staps and there needs to be no movement.  Most handymen can put them on the home and the home inspector will know if it is done properly.
