I would think this would be done through the tax assessor's office for your county as it is here in San Diego County. There are probably deadlines for filing in a particular tax year

 Hi Leslye,
The tax assessor should have a form for you to fill out.  You will need to write an explanation of why you think the taxes are too high, based on their over assessment.  It would be a helpful first step to have two or three real estate agents to give you opinions of value. If their values verify your opinion, you could go for the jugglar and hire a professional appraiser to verify market value.  That should do the trick.  I hope this helps.

The tax assessor will eventually contact you if you appeal a tax. He/she will present comps which is what they go on & not so much opinions. If you can present evidence that speaks, you win the appeal before the hearing

In Florida we have Value Adjustment Boards.  Those VAB's are stacked in favor of the property appraiser, therefore it is advisable to use an Attorney. 

I am obviously not in Arkansas, but I make the same suggestion - use a Lawyer.   Talk to a Title Attorney or Licensed Appraiser, ask who they would recommend.
