The FBI found evidence, look at any of the interviews with the FBI Director.  Bill and Loretta put pressure on him to silence him (afterall he has a nice salary and pension to worry about).  Remember, this is the party that has the dead vote for them (2016 CBS: The Dead are voting 2012 NBC Bay Area: Dead and Still Voting).

I don't know of anyone who ACCIDENTALLY committed fraud, but I know some who knowingly and willingly committed it (even to the point of signing documents as the ex-wife).

I don't think your can unintentionally commit Fraud. That is a willful act meaning you know you are doing something wrong or you shouldn't be doing.

Well, I've heard of people who said it was accidental. Some I've believed and some I haven't.

I don't know how you could differentiate between accidentally and intentionally committing fraud.  I think most prisons are full of people who really didn't do it on purpose...

Carelessness and Fraud are not the same, I believe that Intent is required for one of them to exist.
